The individuals and organizations most affected by these challenges include local food entrepreneurs, particularly those from marginalized backgrounds. In Baltimore, the majority of food businesses are owned by Black entrepreneurs, yet they often lack access to resources, funding, and training necessary for sustained growth. Many of these entrepreneurs work hard to provide quality food options but are confronted with unequal opportunities to access funding, training, and market opportunities, primarily due to historical disparities in resource allocation.
